Yes, I believe that she does. When I look at Tris, I see someone who represents what being Dauntless is meant to be. Not the perversion of Dauntless that it has become because of dirtbags like Max and Eric.
The tragic thing is that when you look at what the core ideals of the Factions are, there is NO OTHER FACTION that is as ideologically close to Abnegation as Dauntless.
Because courage - real courage - is an act of true selflessness.
The Dauntless Manifesto has two lines in particular that embody this perfectly, one of which is quoted by Will in the book:
WE BELIEVE in ordinary acts of Bravery, in the courage that drives one person to stand up for another
WE BELIEVE in shouting for those who can only whisper, in defending those who cannot defend themselves
Tris's actions, for instance in Tobias's fear landscape, especially exemplify the first of these two.
